Mix everything well. Take a bowl and add butter to it. Add Sugar to it and mix it using hand blender till butter becomes soft and fluffy. Now add condensed milk to it, and blend it again till it becomes fluffy. Now add the dry ingredients and milk, small portions at a time and mix. When everything is mixed completely, add 1 cup boiling water and mix Now transfer the batter to a greased cake pan and tap the pan twice on the surface to remove any air bubbles. Place the cake pan inside the preheated oven and bake at 180°C/356°F for 40-45 minutes. Take out the cake, insert a toothpick to check whether the cake is fully cooked. Let it cool completely. For Icing Take a pan, add 1 cup heavy cream/whip cream (35% fat) and bring it to boil. Pour the boiling cream to the 1 cup of chocolate chips and mix it very well. Refrigerate it for 15 minutes. Now take out the cake from the pan and cut off the extra layer from top of the cake using knife. Apply the icing all over the cake and refrigerate the cake for 30 minutes. Take out the cake and serve. BON APPETITE!
